Right before this year's deadline to register to vote in the November elections, Mayor Bill de Blasio helped register a few voters in Brooklyn and then held a press conference calling on state lawmakers to pass a series of reforms like same-day voter registration and a period of early voting. This is sometimes called "One-Stop Absentee Voting" or "In-Person Absentee Voting" because you are voting early in person and will be "absent" on Election Day.

Approximately 4.9 million people have cast ballots under early voting that has begun in more than half of the states, including major states such as Florida, Ohio, Iowa, North Carolina, Georgia, Arizona and Colorado.

State law now requires cities and towns to offer early voting at a minimum of one location during normal business hours.

"I know it's something we need to focus on, but it's kind of hard to focus on that when you've got all this going on", said Keith Scott, a 49-year-old state prison employee who lives outside Lumberton, one of the areas inundated by Hurricane Matthew almost two weeks ago. Stanart says they're also keeping those polls open later each night until 6 p.m. during the first week of early voting.

USA intelligence and law enforcement officials are warning that hackers with ties to Russia's intelligence services could try to undermine the credibility of the presidential election by posting documents online purporting to show evidence of voter fraud. Friday, Nov. 4, is the last day ballots may be mailed.

Berry said the county's voting machines are state and federally certified and meet all of the state and federal guidelines.

Zimmerman said an elector can not apply for a ballot for another voter. It had been set for 10 days under a 2013 law, but grew by a week after a federal court struck down that law. They also wrote this week that making 11th-hour changes would create more voting confusion and administrative burdens on election officials.

The S.C. Democratic Party has not sent application request forms but plans on sending mailers encouraging those eligible to vote absentee, a party official said.

While Democrats tend to do better in early voting, Republicans usually post an initial lead with mail-in ballots before Democrats surpass them during in-person early voting in mid to late October.

Votes can be cast in the clerk's office until noon on the day preceding the election, in this case, that is Monday, Nov. 7. "I think people in sports and political office say (certain) things because they get to the point they are entitled about certain things", the voter said.

The dates are different for the Spring Lake Community Center, 245 Ruth St.: Thursday through November 4 (Monday through Friday only), 11:30 a.m.to 7:30 p.m.; October 29 and November 5, 9 a.m.to 1 p.m.; October 30, noon to 4.
